I've seen this problem several times, and I can't figure out what specifically causes it. Interestingly, the problem remains even if I delete the text boxes and header. If I copy the header text boxes, the section stops aligning correctly, so I'm guessing something in there is causing the problem. I can bring in the text from the non-aligned section just fine, but I have to create a new header with new text boxes. To correct the problem, I have to create a new section and copy the text into it. Even when I set the section to vertical alignment in Page Setup, the text stays at the top of the page. Most of the time it works just fine, but periodically I come across a page that won't align vertically. The landscape pages have to have portrait headers and footers, which we create with text boxes. Many of the files have a few landscape pages which need to be aligned vertically. I'm an editor, so I'm working with documents that other people have created.
